Edna Delphin joined RPA in 2011, dedicated to helping public sector employees plan for a financially secure retirement. Prior, she spent five years as a Rep and Advisor with SagePoint Financial.
Before joining the financial services industry, Edna served the public sector for 20 years as a grant writer and liaison to the federal lobbyist for the City of Shreveport, LA. Her efforts yielded more than $30 million dollars in federal, state, and private funding for local projects. She also provided planning and budgeting expertise for local government entities, for which she was awarded the Distinguished Budget Presentation Award annually for the years 1991-1997 as well as the Louisiana GFOA Award for Excellence in Budgeting.
Edna’s experience as both an internal operational auditor and external financial auditor equipped her to assess and understand complex scenarios. Her banking experience includes time in the Trust Department’s investment section as a portfolio manager, and in the Accounting Department’s acquisition and merger section.
Edna holds FINRA licenses 7 and 66, and offers general securities, life, health, and variable annuity insurance. She earned her Bachelor of Arts Degree in Psychology from Saint Louis University and her MBA from Northwestern State University in Louisiana. She is a member of the local and national Financial Planning Association (FPA) and the state and national Government Finance Officers Association (GFOA). She also has served on the boards of numerous local professional, service, and nonprofit organizations.
